Name of grammatical construction?

'The King, measures for his safety having been taken, advanced on the enemy'. I've invented the sentence and don't offer it as a fine specimen of English but what's the name for a phrase such as 'measures for his safety having been taken' ? It's a particular type of construction, which I'm more familiar with in Latin, but I've forgotten my grammatical terminology. Any help appreciated.
