What is a chip doing under my skin?

The other day I was sharpening a long knife I own and somehow I cut my arm and found under my skin a little capsule with something like a electronic chip inside it. I asked my doctor and he said he has no clue about it. I have never been to jail so I can't have a tracking device. Who can explain this to me?
