A question about Latinos in America?

By accepting the lowest paying, physically demanding jobs and working long hours with little to no benefits - usually where there is little need to learn the English language (like the kitchen of a restaurant) are they hurting their own future? Why would a restaruant or a manufaturing company or farm or where ever they work ever pay them more than what they pay them now when they know that they will do basically anything for a fraction of what they should be paying them? If they are never going to learn english there is no need to promote them or give them a rasie for that matter.
